GlobalFoundries Fab 8
Serving One of the Largest Public-Private Sector Investments in New York State History
Our senior partner Matt Jones served as lead counsel for the successful 2008 zoning amendments in the towns of Malta and Stillwater that led to the construction of GlobalFoundries Fab 8, a semiconductor manufacturing facility with a reported investment in excess of $13 billion. At the time of approvals, Governor Paterson said, “As one of the largest public-private sector investments in New York state history, this project will fuel long-term growth in the Capital District and cement our state’s reputation as a world leader in new economy innovation.”
As as 2024, our upstate New York Capital District has earned a federally-funded semiconductor research grant, allowing GlobalFoundries to expand their capabilities and continue to develop cutting-edge technologies.
On July 26, 2022 Matt again led the GlobalFoundries team in Malta and Stillwater for the municipal approvals of Fab 8.2, a multi-billion-dollar addition to the campus currently consisting of Fab 8.1 and the Technology Development Center. Two weeks later, President Biden signed the CHIPS legislation that will partially fund Fab 8.2 and other semiconductor manufacturing facilities across the United States.
In fall of 2024, GlobalFoundries’ signed an agreement granting them $1.5 billion, as allowed by the CHIPS and Science Act. They have pledged to expand their Fab 8.2 site in Malta, and to further the region’s contributions to developing leading technologies.
